how would you approach this?

food for thought.

I need to make a little app that will reside on a windows server os template.
This app needs to be able to receive commands sent to it remotely then execute them on the server.

The idea being that when the template is deployed and the machine boots for the first time, the app is run, reads some commands from a db or whatever and then executes necessary commands, such as changing the netbios name, creating a windows user and setting a password etc.

I'm not looking for instructions on how to do it, more of a gathering of thoughts on how best to approach it to achieve an efficient and reliable result.
