Changing Receipt No every year

I have a table call payments and column custName, ReceiptNo etc...

receiptNo interger field

I want to reset the receipt no every year but the receipt should always be greater then the previous year
for example if i have 121300001 the next year the receipt no should be 131400001 like this
it should keep changing every financial year
