Idle time, then... VBScript

I am a new system administrator and for one of my servers I am trying to make a script to run in the background. If idle time goes over 2 minutes, without the mouse moving or keystrokes the webpage will go back to my homescreen(if the browser is open), and the temporary internet files will be deleted. I don't have that much knowledge on the process of setting that up. It's for our application process for our kiosks...
I am not even sure if you can write this up. Please help.
I have the part to delete temporary internet files... Can't figure out the rest and not even sure if that'd work with my server 2008 R2.
