VS 2008 Help with ClickOnce Deployment

I have migrated my project over from 2005 to 2008 and its been a while since I last deployed the project. I have made some updates and want to re-deploy it.

do I need a "Certificate" I am a bit confused on this whole certificate thing and googling gets me different answers i am honestly not sure who is correct, I tend to defer to this forum when confused. In my 2005 project I belevie I created a certificate but that has expired.

I am also confused regarding the bin >debug release folders and obj debug release folders if anyone can shed some light on what those are about and which ones are needed etc...

I did attempt to deploy the project and noticed when after I pulished it created a folder in my solution explorer with the ftp and webhost info i placed a red mark next to this I dont remeber that happening when I deployed from 2005. is that supposed to be?

I also had to update powepacks and while the project works fine in debug mode when I publish i get get a warning
"Unable to apply publish properties for item "microsoft.visualbasic.powerpacks"."

Googling has given me different answers to this problem such as change the "copy local" to True
this doesnt seem to help.

I have attached a screen shot of my solution explorer window and appreacite any help

I would like to clean out all unnecssary files and re-deploy
